Underground farms don't care about the surface biome/weather/etc. If you really want to farm surface plants, try a different spot on the surface. Look for the places that native plants (or grass at least) are already growing.

You need empty bags, and you need to set a zone for sand collection (i think it fails with no zone set even if sand is around). But it doesn't seem to consume the sand blocks where you collect it.
